INSTRUCTIONS

(A)              Reviews

We have solicited review comments for your paper from worldwide experts in your field.  We are pleased to attach excerpts of these comments, and request you to modify the paper accordingly.  Note that individual reviewers may have similar comments, and even a REJECT recommendation can be overcome by suitable modifications.  Remember: Never be discouraged by a criticism or a Reject recommendation, which usually opens the door for you to improve your paper significantly.

Begin revising your paper by following the procedure described in (G).  By the deadline indicated separately, please provide us with: (1) a REVISED manuscript based on an appropriate modification of your original paper using these reviews; (2) a manuscript with TRACKED changes; and (3) a Response Memo as described below under (H).  Your revised manuscript and responses will be reviewed by the Board of Editors and may be forwarded to reviewers for comments.

Your REVISED paper should be properly formatted using the iNEER sample paper as template.  Subject to a final satisfactory review of your paper, and the payment of the applicable page charges, we plan to accept your paper.

Your paper ID, in the form 05-XX, appears on the subject line of this e-mail; you will need it to submit your REVISED and TRACKED papers, and the Response Memo as described in (J) below.

(B)       Introduction and References

The objective of the paper should be clearly spelled out in the introductory section. A description of the perceived problem to be addressed should be given.  The solution approaches adopted should be justified in the context of past work in related fields.  The lack of adequate reference to existing literature, especially to the underlying pedagogical theory, has been a common shortcoming of many papers submitted to archival journals.  Please seize the opportunity in the revision phase to strengthen your paper in this important aspect.

Please make a comparison and/or contrast between your approaches and efforts, and those that have been reported.  Failure to adequately cite the existing literature also makes it difficult to evaluate the novelty of any given piece of work. There are many ways to search for literature, and looking into well-known journals and conference proceedings stocked in your engineering library is one way that is effective.  Another increasingly popular approach involves the use of the Internet.  By simply entering keywords or short titles as search terms into http://www.google.com, you may be amazed at what you will find.

A major responsibility on your part is to discuss what motivated you to do the work described in the paper. It is essential that the reader can clearly understand what is new and innovative about your paper. The work must be clearly justified in the context of the existing literature. If applicable, discuss the experience gained and lessons learned so as to enable others to build upon your work.

(C)       Archival Publications

Please do not limit your citations of papers to those from your own institutions or even your own country alone.  Major advances in research and education are taking place all over the world in almost any field of endeavor, and there are many excellent journals that have documented these new ideas and approaches.  The past iNEER Special Volumes are rich with descriptions of some of these innovations.  Just like you will want your own paper in the next Special Volume to be referenced in future publications, please also include mention of other relevant papers in these existing volumes.  (If you attended recent iNEER conferences, you would have received copies of these as part of your registration packages; otherwise, please visit http://www.ineer.org/Orders_Registration/books.asp

to get information and to order copies.  Please also recommend to the proper authority in your institution to order copies to start a library holding.  Copies of the books can be shipped to anywhere to arrive within a few days.)

(D)       Describing Assessment Results

When applicable, please include information on applications and implementation, and evaluation and assessment of the innovations you are describing.

(E)       Addressing Reviewers’ Comments within Your Manuscript

Please revise your manuscript according to comments by reviewers.  If a reviewer recommends changes in your manuscript that you disagree with, and you feel that the reviewer’s comments have arisen from a misunderstanding, please include appropriate clarifying comments at appropriate places inside your manuscript to help other readers avoid the same misunderstanding.

(F)               Usage of English

The Guidelines for iNEER Special Volume stipulate that all papers must be written in acceptable English, as a courtesy to our international readers.  If your native language is not English, please work with a language expert to review and edit your revised paper before resubmitting it to iNEER.  In the past, regrettably, many papers have had to be excluded from the Special Volume owing to problems with the writing.

(G)              Tracking Changes

To revise your manuscript, start with the paper in MS Word that you originally submitted and use the “Track Changes” option accessible from “Tools” at the top menu bar for Microsoft Word 2000.  Save this file with the word “Tracked” in the title. Now go back to “Tools” to switch off tracking and save the file with the word “REVISED” in caps in the title.  Now check and reformat this second (“REVISED”) file to be sure that its style conforms to the sample format for iNEER Special Volume. Print it out in black and white to make sure that you are satisfied with the way it looks, since this will be very close to how it will look finally in the iNEER book, if it is accepted.  These two files should be uploaded as explained in (J).  Only Word files are accepted; no PDF files please.

(H)              Response Memo

Please attach a memo to your e-mail, indicating how you have addressed reviewers’ comments in revising the paper.  If you did not change your manuscript in response to a specific significant comment in the reviews, please provide a reasoned rebuttal to explain why.

(I)        Copyright Release

If you have not done so, please provide us with a fully executed Copyright Release form by the above deadline.  This form may be downloaded from: http://www.ineer.org/iNEERPapers/TransferOfCopyrightForm-2005.pdf

This form must be filled in and signed by all authors, and forwarded to iNEER no later than the deadline shown above.  Send the completed form to:

iNEER Secretariat

            P.O. Box 5229

            Preston King Station

            Arlington, VA 22205

            U.S.A.

(J)        Submitting Your REVISED and TRACKED Papers and Response Memo

You must submit your REVISED and TRACKED papers and the Response Memo in Word format by uploading it to the iNEER website.  To do this, go to: http://www.ineer.org/ineer_upload and follow instructions.  DO NOT send your papers by attaching it to e-mail.   Always begin the names of your file with your paper ID number as explained in the last paragraph in (A).

After reformatting, print out your REVISED paper and examine it to be sure that the formatting of your paper is consistent with that of the sample paper. It's very important that tables and figures are sized so that writings are legible. As noted before, final acceptance by iNEER will be based on a review of your revised paper both as to contents and formatting. iNEER reserves the right to make editorial changes to the paper as to formatting
and contents.

(J)        E-Mail to ineer@ineer.org

After uploading your REVISED and TRACKED papers and the Response Memo, send an e-mail to ineer@ineer.org for confirmation, with the words “Revised Paper Upload Completed: 05-XX” on the subject line.  Replace the letters “XX” by the numbers from your paper ID as indicated in the last paragraph in (A).

(M)      Final Payment for Page Charges

The need for payment of page charges for publication in the iNEER Special Volume is discussed in the Guidelines, and by now you should have made an initial payment.  Please compare the page count of the REVISED paper, against the page count for which you have made initial payment.  Pay or arrange to pay for additional page charges due. Payment is due with the uploading of the REVISED paper. Note that the final page count is inclusive of list of references and authors' bio-sketches. Acceptance of your paper is contingent upon payment of all page charges.
