METHODOLOGY OF HIGHER ENGINEERING EDUCATION POLICY UNDER
CONDITIONS OF COMMON INTERNATIONAL EDUCATIONAL SPACE

ABSTRACT

The typical feature of today's civilization is forming of Common space that gradually covers world economics and culture. There are deep changes in education.

Educational centres and National and State educational structures have accumulated considerable experience. The actual scientific problems based on interests of educational organizations have made their appearance.

The phenomenon of Common educational space in everyday life is expressed in such problems as diploma convertibility. Satisfaction of educational need is a provision of employment in any country of the world, regardless of citizenship and without any ideological restrictions.

For successful development of educational contacts with Educational centres of different countries, proper International standards are necessary.

We try to formulate some of the initial theoretical-methodological principles, which help to formulate the strategy and tactics of Educational policy in the field of Higher Technical School in reference to Common International Educational space.

  1. Common International Educational space means concurrence of pedagogical orientations and approaches, educational technologies (within the framework of each separate educational organization, National State structures of education and the whole International Association).
  2. Availability of educational system has bilateral character. Educational establishment proceeds from the necessity of free exchange of scientific pedagogical experience with a foreign partner in educational contact.
  3. Common International Educational space assumes not only mutual availability of educational organizations in different countries for making partnership, but creation of International educational structures.
  4. At present, complete availability of Russian Higher School reached the limit of its positive meaning. Babel of pedagogical approaches and styles in many aspects creates barriers in organizing educational process.
  5. In Technical University terms, Common International Educational space is considered to be a condition for improvement of educational technologies information and the trained personnel supply for educational processes.
  6. In the aspect of satisfaction of educational need, interests of the individual, the educational organization, or the whole State do not concur with the International Association. Unfortunately, educational need of the individual cannot serve as basis for mutual relationships of different individuals in the educational process.

In conclusion we can say that educational space is a spontaneous developed phenomenon. It gives an opportunity for free exchange of scientific highlights and practical experience in the field of training specialists and in different kinds of International educational complexes.
