Abstract: This text deals with the problem of communication between VSB – TUO and industrial sphere of North Moravia, the problem of communication between VSB – TUO and student and the problem of communication between students and industrial sphere of this region. That is why the Counselling Centre of VSB – TUO was found. The subjects and the information system structure of the centre are described in this report.

In connection with the contemporary industrial restructuring, the widening of nonproductive sphere branches, the explosion of new information and knowledge, the preparation on admission of the Czech Republic into the European Union and the rise of new industrial branches and specializations arose requierement so that the education realizing on universities adapted to the needs of industrial practice.
The change of industrial structure markedly touched also northmoravian area of the Czech republic, where VŠB - TU Ostrava is acting. In this area predominated and still in spite of all realized changes predominate heavy engineering and metallurgical industry.
Privatisation of major industrial enterprises in the Czech Republic utilizing coupon method passed too hecticly, quickly and on the surface. Restructuring is however long-term affair. Inevitable necessity for further successful development of our industrial enterprises is modernizing and automatization, fast introduction of modern technology and new scientific knowledge into business practice.
Also change in staff structure in industrial enterprises namely above all change in qualifying possibilities for staff operation in new conditions is very nearly connected with all these revolutionary changes.
The College of Mining and Metallurgy - Technical University Ostrava however proved react against the above-mentioned changes of strategic character very lively and quickly and adapt itself to new needs of industrial practice. Except gradual change in the structure of contemporary lectured subjects and their widening with results of research activities also quite new educational branches were established with emphasis on needs of industrial practice.
The inevitable condition of success in education reaction on arosed new needs of enterprises of our industrial region is first-rate communication between both sides. The need of building up a long-term monitoring system of student exercisability pursuing on the base of integrated counselling centre implicated on this account. This centre from strategic viewpoint offers counselling services not only for graduates of this region, but also for graduates of other universities, who intend apply their qualification on employment market in the region of North Moravia and Silesia. The basis of integrated solving is realization of information system with databases of graduates, enterprises, future employers and corresponding state institutions (MSMT, job centres, municipal authorities etc.).
The long-term purpose of the project "Monitoring development of supply and demand for university qualification on employment market" is institucionalize this research into build integrated counselling centre of VŠB-TU Ostrava.

It is possible to regard the elements of surroundings, which communicate with counselling centre information system from several points of view and they are created by:
On boundary-line between information system and its surroundings happens interchange of information. Survey of input information into ISPC and its "suppliers", as well as survey of output information including its "customers" is possible according to the above views divide in:
Contentual set of offered and supposed counselling services is determined by offer of their suppliers and by needs of applicants for counselling services. This objective directivity is fully respected at decomposition of information system on subsystems level (see figure No.2).

The purpose of realization is to equip the counselling centre information system with consistent databases and statistical and selective software, which will make possible processing data from databases of applicants to study, of students and graduates to offer required information in pedagogic, qualifying, mediating, social, cultural and international service spheres.
Partial purposes result from possibilities, which offer the integration of counselling services:
Project Infocentrum is drawn according to design of similar institutions abroad, where on meaningful universities exist and successfuly work informative and counselling centres denoted as "Student Services".
The need of building up a system of long-term monitoring exercise of graduates in professions in region of northern Moravia and Silesia results from the fact, that three universities - VSB-TU Ostrava, OU in Ostrava and SU in Opava educate graduates with technical, economic, natural scientific and humanitarian qualification. While possibilities of gaining qualification on these universities cover various needs of social and commercial practice in region, it is significant, that traditional technical branches do not exhaust quite their capacities, while humane branches on the contrary cannot satisfy demand for study because of absence of capacities. Although demand for technical graduates is high, it stays constantly unsatisfied.
Fundamental objective of the Infocentrum is enhancement of student knowing about possibilities of exercise in enterprises of this region. According to experience of western universities it is evident, that for better connection between theory and practice is inevitable to create a very tight attachment between entrepreneurial environment and universities. That is why the main objective of the Infocentrum is to contact future graduates and their potencial employers.
However this is not an accidental contact. The main intention is that the firms could choose from more students of given branch according to their qualitative data. To this purpose the database of students and database of firms was established.
Workplace of the Infocentrum is situated in student´s hostel and hall area in Ostrava - Poruba, where's about 4000 student from different regions accommodated and is serviced by students. With regard to these arguments increasing intrest among students in this service and following enhancement of interest of other enterprises.
Other meaningful positive thing in mutual cooperation between Infocentrum and VSB-TU Ostrava on the one hand and the enterprises on the other hand should be systematic placing of students VSB-TUO on obligatory technical practice into partner enterprise, thereby the quality of single practice will enhance and enterprises will have better possibility of finding potential staff already during their studies.
Purpose of the project is in final phase to create a subject - INFOCENTRUM - that would put through considerable mental potential concentrated on institutes of VSB - TUO (cooperation with counselling centre of VSB - TUO) with students' activities (represented by Student´s Union) on the one side and enterprises on the other side.
