Abstract: Profound transformations occurring nowadays in the world, crisis of the educational systems and their tendency to steady development require essential changes in the paradigmous of training, in principles of organization, contents, forms and methods of educational - upbringing process, in technologization of the latter.
The labour activity of the today's students of technical universities will be most pronounced in the first part of the XXI century and during this period one might expect the requirements for the specialists with higher education and potential level of their fundamental training at the universities. Undoubtedly, it should be significant to take into account interdisciplinary links, possible changes and diversification of the type and content of the labour activity of the engineer, but, in the main, to form the creative activity of the specialist, requirements and ability of both the self-training and self-development of entire person. In this connection the problems of strategy and tactics of further development of the system of engineering education and also of the development of the new concepts in uniform all-european educational space become the most significant.

On the basis of a functional - structural principle of the systematical approach, the authors develop a "tree" of the purposes of the development of the modern educational system (fig.1). Subsystems of educational system (purposes of the first hierarchical level) are "Educational strategy", "Pedagogical technology" as tactics of educational strategy and "Didactics of technology" (individual techniques of pedagogical technology) [1].
